Tarrant County Grant Risk Assessment Community Outreach Fund – FY27
Funding Announcement
Tarrant County announces the availability of up to $970,000 in funding through its Community Outreach Fund - FY27, to collaborate with community partners to provide supportive services for residents residing within Tarrant County.
Two opportunities will be available for Fiscal Year 2027 (grant contract period: October 1, 2026-September 30, 2027):
Category 1: Approximately $670,000 will be made available to support substance recovery and substance misuse adjacent organizations (mental health, peer support, aftercare, case management, substance misuse education and prevention programs).
Category 2: Approximately $300,000 will be made available to impact human services in Tarrant County: child welfare, domestic violence, mental health services, disability services, foster care and adoption, food banks/pantries, after-school programs, humanities, etc.
Tarrant County seeks proposals from qualified community partners. Applicants may only apply in either Category 1 or Category 2, but not both categories.
This is a two-phase application process:
Phase 1: Tarrant County Grant Risk Assessment. This assessment must be completed to be considered for funding. If your assessment does not score as low-medium risk and meet all criteria, organizations will not be invited to apply for funding.
Phase 2: Community Outreach Fund Application (invitation only). Only those organizations that complete the risk assessment and qualify as low-medium risk will be invited to apply.
Funding Details
This RFP will allocate up to $970,000 in local funds. Award amounts may vary depending on the eligible applications submitted.
All grant funding will be paid on a monthly reimbursement basis within 30 days of an approved invoice. Specific grant terms for selected proposals will be negotiated and outlined in a Services Agreement. No funds will be disbursed without the execution of a legally binding written agreement.

The prospective applicant certifies by submission of their proposal that neither it nor its principals are presently disbarred, suspended, proposed for debarment, declared ineligible, or voluntarily excluded from participation in this transaction by any federal, state, or local department or agency. Any party conducting business with Tarrant County cannot be listed on the federal debarred list of contractors. Any agencies currently out of compliance with any Tarrant County contracts are ineligible to apply.
