Composition of the County Appraisal District Board in Tarrant County

 

In 2023, the Texas Legislature passed Senate Bill 2, which added Section 6.0301 of the Tax Code to provide that an appraisal district in a county with a population of 75,000 or more is governed by a board of nine directors. The board is composed of both appointed and elected directors. Five of the directors are to be appointed by the taxing units that participate in the district in the manner prescribed by Section 6.03 of the Tax Code. Three directors are elected by majority vote at the general election for state and county officers by the voters of the county in which the district is established. The ninth director is the county assessor-collector, who is the ex officio director of the board.

A majority vote means that the winning candidates must receive more than fifty percent of the votes. If no candidate receives more than fifty percent of the vote in an election requiring a majority, then a runoff election is required between the top two vote-getters, pursuant to Chapter 2 of the Election Code.

To summarize, the Board is made up of 9 directors:

  • 5 directors appointed by the taxing units in the district
  • 3 directors elected by voters in the county
  • The county tax assessor-collector, who is the ex officio director

Individuals interested in filing for Board of Directors Place 1, 2, or 3 office may obtain a candidate packet by visiting the Elections Office during business hours Monday - Friday 7am-4pm (closed 11am-12pm daily and holidays). Click for additional information procedure, filings, eligibility, ineligibility, and FAQs.

People interested in running for CAD Board must file documents with two different authorities. The documents are:

  • 1. Acknowledgement of Duties: Candidates must sign and file the Acknowledgement of Duties of Member of Appraisal District Board of Directors (form 2-68) with the Chief Appraiser of the appraisal district. This document must be filed before submitting the candidate application.
  • 2A. Candidate Application and Fee or Petition: Candidates must also file an Application for a Place on the Ballot for a General Election for a City, School District or Other Political Subdivision (Form 2-49) with the elections administrator of Tarrant County. If the candidate did not file the Acknowledgement of Director’s Duties first, the application for a place on the ballot should be rejected under Tax Code Section 6.0302. 
  • 2B. Texas Ethics Commission Reports: Appointment of a Campaign Treasurer, Code of Fair Campaign Practices, Campaign Finance reports, and other ethics reports are filed with the elections administrator of Tarrant County. Information at this link.
  • Filing Fee or Petition:   Along with the candidate application, the candidate must pay a filing fee or submit a petition in lieu of a filing fee to the elections administrator. This petition or fee must be submitted when the application is filed.

    • Filing fee: The filing fee for a place on the ballot for Tarrant County is $400 for a county with a population of 200,000 or more according to the 2020 Census.

    • Petition: If the candidate wants to submit a petition instead of a filing fee, they should use the petition in lieu of a filing fee form on the Secretary of State’s Election Forms page. The petition must be signed by at least the required number of qualified voters. Under Section 6.032(d) of the Tax Code, the minimum number of signatures that must appear on the petition for Tarrant County it is 500 signatures required.
