DRAFT Action Plan 2026 Summary

Program Year (PY) 2026 allocations have not yet been released by the U.S. Department of Housing and Urban Development (HUD). In order to plan and be timely in submissions and expenditure, the following is planned based on 2025 allocations.

CDBG

Approximately $2,699,789 in CDBG funds will be used for public infrastructure activities under area-wide benefit, including project delivery costs. $242,048.05 from previous unspent CDBG allocations from completed 2024 projects in North Richland Hills and Richland Hills will be reallocated for 52nd year (PY 2026) infrastructure activities. In PY 2026, approximately 28,330 people in 14 Tarrant County cities will be assisted with improved access to infrastructure benefits.

Estimated $441,653 from PY 2026 CDBG funding, $39,656 reallocated from completed 2024 infrastructure, and previous unspent CDBG allocations to rehabilitate at least 15 owner-occupied single-family housing units and program administration. One (1) full home rehab with a cap of $32,000 per home assisted, 12 priority repairs with a cap of $15,000 per home assisted, and two (2) ADA barrier removals capped at $5,000 per home assisted, are estimated to be completed.

Tentatively $222,000 in PY 2025 CDBG funds to be used for two (2) public service activities. $180,000.00 will be used for case management for enrolling an estimated 30 families/80 people experiencing homelessness into the Tarrant County Transitional Housing Program, and $42,000 will potentially assist 900 youth through The Archway’s (formerly, SafeHaven of Tarrant County) SafeSchools Anti-Bullying Program.

Remaining CDBG funds will be used for the administration of these programs, planning, and meeting other federal requirements.

HOME

2026 HOME funding will focus on increasing affordable housing inventory by adding to the housing stock with $221,619 for CHDO set aside funds, $808,097 for developer hard and soft costs, $300,000 for continuing to support the homebuyer assistance program, and remaining balance for  administration costs. Match will be provided by the CHDO, developer and the homebuyer providing 25 percent match for the homebuyer assistance activities.

ESG

Approximately $120,983 in ESG dollars will provide funding for emergency shelter operations to provide temporary housing for approximately 10,645 individuals experiencing homelessness at overnight shelters and a daytime shelter. Approximately $112,595 will be allocated to pay short-term rental assistance for at least 25 households with eviction notices or notices to vacate through Homelessness Prevention programming. The remaining funds will pay for administration, reporting, training, and Homeless Management Information System (HMIS) data administration costs.

A public hearing on this report will be held on March 10, 2026 at 10 a.m. in the Commissioner’s Court Room 503A, 5th Floor, 100 East Weatherford, Fort Worth, TX 76196. Please check the County website in event of room changes. The public comment period will end at the end of the public hearing.

 

Consolidated Annual Performance Evaluation Report (CAPER) 2024

Tarrant County - Community Development Department is making available to all interested citizens and organizations the 2024 Consolidated Annual Performance and Evaluation Report (CAPER). The current performance report covers a period from July 1, 2024 to June 30, 2025 and describes progress made in achieving goals set forth in the 2024 Action Plan.
