Member/Past Chairman, NACo – Healthy Counties Initiative Advisory Board: Appointed by former Health and Human Services Secretary Kathleen Sebelius, Commissioner Brooks served on a negotiated rulemaking committee, chartered to develop a new system for designating medically underserved areas (MUAs), medically underserved populations (MUPs) and health professional shortage areas (HPSAs) for the Health Resources and Services Administration (HRSA)

Human Trafficking. In 2013, the Tarrant County Criminal Justice Community Plan identified the impact on human trafficking and domestic minor sex trafficking victims and the community.
Truancy is a community problem. There is a tremendous ripple effect that impacts a community many years later when a child becomes truant and drops out of school.
The Tarrant County Ex-Offender Re-Entry Initiative (TCRI), is a community-inspired effort to address concerns regarding the successful re-entry and reintegration of ex-inmates returning to Tarrant County, Texas. The TCRI began in 2005 after Commissioner Roy Charles Brooks spearheaded the initiative.
The Nurse Family Partnership is an evidence-based nurse home visitation program for first-time mothers and their children. Convener and Chair of the Tarrant County Nurse Family Partnership Advisory Board, Commissioner Brooks was fundamental in publicly declaring Tarrant County’s interest and support in establishing this program. In July 2008, Tarrant County Public Health was awarded grant funding to serve 200 families in Tarrant County.
The Blue Ribbon Task Force on Health Care for the Homeless promotes well-being and improved quality of life among homeless persons in Tarrant County by assuring access to high-quality, comprehensive health care and support services to facilitate transition out of homelessness.
The Marion J. and Marie N. Brooks Fund, a 501(c)3 organization, was established by Commissioner Brooks to formulate a plan to address the growing high school dropout rate and the need to introduce technology to economically disadvantaged students. As a result, the Generation Hope Laptop Program was established which provides technology and a structured curriculum to students to advance their academic success. The program merged with Tarrant County College South Campus to become part of the Tarrant County College District curriculum. The Healthy Lives Matter Initiative was established in 2014 with a primary focus on prostate cancer awareness and screening and in 2016 combined Alzheimer’s disease education. This education series provides participants with education sessions, health services and resources which will increase awareness and become a trailblazer to new and improved service outlets.
